All 50 states had begun to re-open, but several have now either halted their efforts or started backtracking in the midst of a re-emergence of Covid-19 infections. The New York Times reported that Arizona, California, Texas, and Florida all made a u-turn with bars, beaches, cafes, nightclubs, and gyms shuttered. The Financial Times reported that 15,000 patients are being treated in these four states and that their health systems are close to capacity. In Arizona, health officials have recently announced that 88 percent of state ICU beds are now filled.
